I still think you're not making enough heat yourself then, and so having some manufactured for you will help. Yoo could loose a few layers too.
Heated gloves and then heated vest.
I used to commute on the motorbike around M25. After freezing my balls off i bought heated gloves, muffs and heated jacket. Warm thereafter.

I have five, sometimes six layers on top, plus buff, and two hoods up. Any more and I won't be able to reach the bars 😂
