suggest ask on retrobike or CUK forum, 24 are reasonably common (couple on ebay at a fiver +post) Alison s Biciclette UK on ebay had a bunch of NOS 26T not long back https://www.ebay.co.uk/itm/155029107218?hash=item2418747212:g:u9UAAOSw32tioMSx, I've never seen a 28T though.
