15" 16" step thru 26er

building up a bike for my mate looking out for a small step thru frame i can put some largish volume tyres on - doesn't need to be anything too fancy but not insanely heavy

in an ideal world a rockhopper step thru is perfect but haven't come across one in months of looking

doesn't necessarily need to be a 26er but feel the smaller wheel size would help my small friend

an idea of brands and models to look out for as well would be real helpful
