This is first coat of Dulux diamond over the mist coat…

What have I done wrong here ?

Looks like the plaster hasn't dried enough.

I had this. For us it was a spot where the plaster had been particularly polished and so the surface was denser and still damp underneath. Extra drying time would have helped but additional coats worked for us
