That model died late 50s if I'm correct and those lugs and wraparound seatstays together with cantis - never seen a blue riband like that before. Plus braze on DT levers etc all point out to something else.
Seems a nice touring bike though - if your size go for it, you won't lose money on it with few good parts on it - Brooks, Mafac cantis, triple chainset etc...

However... cantis and wrap around seat stays seem slightly odd although the transfers are quite old looking!
