To be fair, manufacturing any kind of roller chain is.
But once you're committed to making chain for <1p per link for the low end OEM market, getting 2p per link for some small cosmetic changes looks attractive.

Also be wary of fake chains - mental I know.
Always buy from an actual bike shop rather than eBay/Amazon.
