Stone consolidant and then stone repair mortar could be an idea. Brass wire brush to remove all the flaky / crumbly bits.

Zinnser something or other , all coat probably.

Not the stuff that the builders used on our mates stone bay that’s flaking off six months in

Natural stone? Lime or clay paint. Anything else messes with it's ability to dry out.
