Invisible for a lot of his early tenure, has failed to offer any kind of coherent vision of what he believes in, has completely misjudged his response to industrial action by public sector workers and made a big thing about integrity and accountability, then has failed to act before he's forced to when it's clear he needed to be stronger sooner as scandal after scandal dominates the news cycles.
I think Labour's attack line of him being weak and not up to the job resonates with large swathes of the electorate.
