Even "minimum safe operation" would be pushing it a bit there, ha ha. I'd quite often have to point blank refuse to ride a bike before the boss would fix it. The set up at my current place is much better, I just get stuff serviced as and when it needs it and argue the case for spending the time and money doing it after it's already been done.

I've tried to fully service some companies various brands of cargo, but often they only want 'minimum safe operation' and not make it work properly. Half the time I have to refuse to work on them unless I can do everything as they are run into the ground and worked on by folks living under the 'messlyf' banner ;)
You get the the same thing with cars + small vans, companies and individuals operate them at the bare minimum or below in order to save money, but in reality it costs them and everyone around them a much higher costs. HGV + buses have to be at a certain standard all the time or fear the pretty fierce wrath of VOSA/DVSA so still get some horrors, but much more rare.
