......M is the SI prefix, not the unit. Values larger than the unit value tend to be upper case (M, G, T......but not k!) and lower values tend to be lower case (c, m, n, p, etc.)

This is written to make it sound like the cap is new, but there's always been a cap.
The cap is in place not because universities can't handle the students, but because every medical student needs a placement, and there is - quite rightly - a cap on placements to stop medical students cluttering up our hospitals.
In other words this isn't news, it's just another bollocks Times 'story'.
