How would an electrician do a survey if most of the cables are hidden inside walls etc?
By plugging in expensive equipment that checks the cables. The electrician will also have the experience of similar houses/problems/testing and can advise on other things the magic equipment may not be able to detect.
A mate going round and looking at sockets won't be able to do much of this. (Depends on their experience obviously.)
