Cool project, I like the brushed finish! In case you didn’t know already: judging by the stays/dropout interface as well as the position of the frame number, it seems to be a russian made frame. I have 26er with similar details which was originally sold as a Van Tuyl. Back then, it was not uncommon for manufacturers to sell rebranded russian made Ti Frames.
P.s. if you’re planning to use 26mm bars, I’d go for deda piegas. Reasonably priced and bdhu fit compatible.

thanks a lot! I'm familiar with the fact these frames are Russian, I also heard some of these tend to crack at the bottom bracket area, but if you have the right version these frames last forever. And thankfully it seems I'm in the last category because this frame has seen some abuse. Current bars are Deda RHM01 but I think something carbon would be nice.
Probably not everyone's taste but I'm changing the finish of the frame from polished to brushed. I like how it changes the appearance of the frame, the last picture shows the best before/after
