yes, i agree that's what he's talking about but i meant that russia had been helping trump and also presumably helping push the "stolen election" narrative. i haven't followed brazil closely - have they been accused of similar there?

Team Trump were in Brazil doing that; some of his aides were attending CPAC in Brazil in 2021 and one was detained by authorities in Brazil as part of an investigation of “anti-democratic acts”. See also Steve Bannon.

Don't think so. From the timing I think it's safe to assume he's talking about the riots in Brazil and Washington, with the one in Brazil being assisted by the Bannon/Trump mob.
