Afaik (and I could be wrong) the responsibility for issuing licenses lies with someone from the local council/environmental health dept. They may take a steer from a business owner/experienced artist as to when an apprentice has the required experience etc but that would be the same in any studio and not something that sets James or an apprenticeship at Cherry Blossom apart.

I don’t know much about tattooing but is it industry standard that people in a shop can choose when someone is a licensed tattooist? Is there some level of qualification someone needs to be to do that? Could be that James does have the ability to do that of course and is at the required level (if there is one).
