I'm not sure - the pavement in question is around 20-30m away from a gritted road and pavement, and there are three schools within 400m.
There are gritted bike paths just around the corner too.
WFCC have a winter plan, but their winter plan didn't work very well, judging from all the people in A&E (just on the day that I went in), and all the people complaining about pavements / empty grit bins etc etc.
