Cap head bolt in whatever thread size would be my starting point.
Might need to ‘turn’ the head down a bit too foot into the lug but that can be done by holding the bolt in a drill and sanding/filing if it has to be.

I have contacted Condor....awaiting a reply but it is an old model...and nothing appears immediately suitable on their website.

From Condor:
The seat binder bolt is a tricky one as this was an imperial size rather than the more common metric sizes used now. I think that this was a Whitworth thread from memory, I am not sure of the exact size but it would be around 6mm in width.
Where can I find a Whitworth threaded screw with an Alan Key head?

Thanks for the tip .. currently the frame is with a local engineering workshop...who is an active cyclist...he is retapping the thread to take a metric bolt and he will use a stainless steel bolt...plus it ain't Whitworth!
My Condor Baracchi lugless frame is missing it's seat post bolt..but this is an integrated seat bolt and doesn't require a retaining bolt (see photo)...I have contacted Ceeway the bike building supplies company....but would a normal bolt work ...at least the front part....Any suggestions?
