If you insulate for comfort/ have £ the spend, I guess this makes sense.
If it's for environmental reasons / you need the £ for other necessities, it's the jumper.
Different users, different motivation, but that's not easy to work with usually as then you need maybe several government policies and targeted campaigns?

Maybe people are building extensions because there aren’t enough houses being built, and the increased energy consumption is a correlation of population growth, rather than insulation.

Foxes are nails. One of the foxes that sleep on our garage roof broke a leg a few years ago. The leg has withered away but the fox is in very good health and perfectly fine with it tucked away and getting about on three legs. Pretty sure she'd have been a goner if she was a rural fox though.
