I was similar and I think it depends how you want to wear them. If you plan on using them over normals I would get a large. If you want them over bibs get a medium. I just wear bibs under mine to sized down and got a medium. The leg is pretty tapered so I don't think you would get much more than a skinny jean under them. As for leg length I'm over 6ft so riding trousers are always sit around my ankle bone.
Best option buy both try them a few ways and send one back.
