0-15C is a big range. No single jacket will cover that.
0-10C
I always have a real rain jacket, could be a light one but a real one. Underneath a merino blend baselayer and then a fleece midlayer, with a full zip to vent, the fleece thickness depends on the average temp expected, could also be polartec alpha. You could also try a softshell, I had a quecha one that was brilliant, then if you're out for not long this will keep you warm if went. Insulated jackets get used from around 0C for me.
Also a face buff, covering your face adds a.lot.of warmth. -
I tried the Rapha Brevet jacket recently and sent it back: far too short at the back. Some of their own photos show it:

It's also intended as a packable jacket so not very substantial.I replaced it with the Rapha Classic winter jacket, a much better shape for me, warmer, but not as packable. Probably too warm for much above 10 degrees if you are going at any pace. But it's a great jacket and, so far, properly waterproof. Fabric is very prone to picking up marks though so would get a darker colour.
If you want something for "general rides where it could rain" would jerseys + packable rain jacket not be better? Shakedry in the back pocket?
How long out in rain?
What temps?
How long between uses? Can you dry the jacket?
Waterproof isn't breathable so you don't really want it all the time.
