It's rather odd though as it makes sense for both passports should apply only to the first passport given that for a renewal all details would already be on record.

Yes, this is why passport and border control are shit

Things like when getting my visa renewed they ask for all the same information again.

"Yes, I'm still over 18"
"Yes, my parents and grandparents didn't change in the last 4 years"
