Maybe whatever frame these cheap groupsets were meant to go on was direct mount.

It's shimano's new standard. They don't make non direct mount in their top tier groups any more. Which is why they all come with the adapter.

So do frames now come with the direct mount bit, instead of a derailleur hanger?

A lot do or have a direct mount derailleur hanger as an option.
