"it's just banter" won't wash with Qatari police.
A few times Arsenal have played away in Germany some of the Arsenal fans brought paper and foam Lancaster bomber gliders to fly around the stadiums. Pretty brain dead in cities where tens of thousands of people were killed by the RAF. Those incidents were always explained away as "just banter".
On the plus side the Dortmund/Munich/Cologne fans I talk to found it quite amysing. Amusing in a "how funny that this pond life has no idea how much they're embarrassing themselves" kind of way.
