I don't have your familiarity with how CW make and distribute their watches, but I wouldn't have thought it was that difficult to do at the factory or distribution centre: they'll need to be addressed and packaged at some point.
In itself it wouldn't stop me buying a watch, but it certainly affects my impression of the brand, which does: smacks of Ryanair etc.
Sure.
I'd assume their margins on products are such that if someone is going to have to intercept it being shipped and then resize they need to charge something. Rather than charging that on every product they did on ones needed.
