What's the top of your rack look like?

your mudguard should be sitting here ... (see pic)
is it possible you need to move the mudguard position to somewhere where it is more comfortable?
mine comes after the rack tab, and just before the curved washer.

Mudguard sitting on top of chainstay Bridge; correct.
Push under the mudguard but the brake to get that L bracket bent up.
Remove the last stay; cut the cut 1-2” shorter and loose the roller wheel.
Bolt the guard to the rack; bend the tab up prior to this
