The sweet shop thing is something to do with business rates relief, I think. Better for landlords to have a shop with a business in it, and sweet shops cost fuck all to set up, initial stock cost is basically £100 in a cash and carry. Got sent an article suggesting that's why there's so many popping up, but cannot find it now
