I think this is even more true outside the UK. Heard a lot of people referring to him as Boris while mocking him in Austria, France and Italy this summer

I get that Boris is a character, but the character is so synonymous with being a fucking clown that the name is as much a term of derision as it is endearment. If you like Boris you call him Boris because you like him. If you think he's a cunt you call him Boris because you think he's a cunt.
I don't think Rishi is curated any more than Sadiq. They're just the only people with that name in mainstream UK politics.
