At least 16 of those were paired (both sides agree not to vote). So maybe my explanation still holds? Just guessing really

I think the majority is bigger because the Tories were on a 3-line whip up until the last minute, so nearly every MP will have voted, but this not the case for opposition parties so they will have had a lower turnout
