a) drugs are found by local pensioners, cue Local Hero style shenanigans as they outwit the gangsters and use the profits to improve the town / get Mavis a new hip
b) drugs found by local Welsh scallies, who are massively incompetent, argue amongst themselves, get high on their beach supply and end up getting picked off one by one by gangsters Reservoir Dogs style
