it's definitely for 700c wheels. there's 6mm room with a 700x32c gravel king slick.
i'm not sure if i'm measuring it right, but the distance from the centre of the axle to the bottom of the crown is 350mm. the distance from centre of the axle to the crown race (where the steerer starts) is 370mm.
the lower trail (curvature) on the klein fork creates an illusion of it being longer on the photo.

That seems highly unlikely for 700c. Road forks should be 367mm - but this looks like it’s built for long drop calipers - which should mark the A-C at 375-380mm I’d have thought.
Unless it’s for 650c wheels? Which would make sense - and it does look visually shorter than the klein
