How does that make him finished? He's been penalised as much as he can be, and has an appeal in progress to CAS which may prove to be successful.
He still wins races. He might not be winning at the level he was in his prime, but he's still racking up enough wins (and points) to be attractive to a lot of teams (and rumoured to be heading to Astana rather than Movistar). He won't have negotiated a termination of his freshly signed three year contract unless he had something else lined up.
