No, Angle and position appear separate. I suppose it is a design that doesn't involve drilling into carbon but rather clamping, possibly lighter and less susceptible to water damage, but i'm no engineer.

Disagree, I had a PRO seatpost with the same system. You move it around to get your desired angle. TBF it was still better than the side clamps you get in most bikes now.
