I use the Melia toddler seat for my youngest, she was around 7/8 months old when I got my bullitt so I got the 7 month+ model but they do a 2-9 month old version as well.
They're a lot less bulky than a car seat.

This guy's giving away a couple of car seats: https://www.lfgss.com/conversations/379777/#comment16690539 we've requested the bigger one but the smaller has an insert for stabilising the head which could be good for you. I've no experience with cargo bikes but considering a Bakfiets-type one for our 8 month old hence following what people are saying here. Good luck.

Talking of children and cargo bikes, I have a 2 month old. Pondering strapping a rear facing car seat to my cargo bike even though it seems over kill. Does anyone have any experience of a cargo bike specific baby seat? Or indeed have one to sell?
