Yeah OK, i guess they've got a lot of unknowns to work with.
It's incredibly hard to distinguish between what's reasonable and what's excessive given the record of the met and city police, they often look the same (assuming this was actually proportionate and not just frothing pigs being rough out of habit)I wonder what the questioning was like before they released him.

Until they've removed him to somewhere secure, and they're sure of his motives (for all the police know, he could have been targeting the crowds, not the king) they're within their right to keep him under control - pushing head down
I'm absolutely not defending the police, they have huge issues that need dealing with internally, I'm just saying I think these actions are quite proportionate given who they're being asked to protect
