Could also take design cues from running the holding bit from the spacer stack like the "T-Bar". I think someone in the UK makes a similar thing. But this solution much less elegant with the additional clamp bolt (and needed stack) and cannot hold as much im guessing.
How much weight do you think you can hang off the stem?

Always wanted something a bit like this for my audax/touring bike (when I had one) which didn't have any mounts or much space for bags at the front.
I had a great bigxtop bag but no rack and ended up using the klickflix stem mounting system which works but is so ugly I can't bring myself to use it again.
The market is probably not huge but I reckon plenty of people would be interested.

No sure about weight limit yet.
Design lead Tijmen has specifically asked for stem only mounting so that is what we try first but there has been a lot of different iterations which might be worth revisiting at some point

This looks really good, could the clamp be rotated 90 degrees and fastened to the rear end of the stem? Maybe to much risk of slippage?

I used something like the Nitto F 16

It was sold by/with Chapak 's bags in the early eighties.There was a small bunjee cord hooked from the bottom of the bag to the mudguard eyelets .
I ve had my food catapulted a few times on the road in font of me overloading it.
Let' s hope this thing doesn't throw fits like mine used to. -

I have been too ill to go to the workshop and I lost my voice so I can't finish my youtube film and I havent made any progress on the stem rack.
Instead I have made some plans for my daughters next bike. This is just a sketch or moodboard. Going for "girly" (hate that word) but rowdy.

Found these 16" wheels which seem ideal for the project with some Bontrager XR1 tyres. Same tyres as she is currently running in 12"

So you're going for gears in this case? Can't remember when I learned to use a shifter but definetely I wasn't that young (or that cool)

Not sure. But I contemplating making the bike with a hanger so it's an option.
I would like a 2 or 3speed with MTB derailleur and trigger. Not sure if that exists. On the other hand single speed is fine for now. There are so many skills to train before ramping up speed.
