It mounts on rack mounts and the fork crown, since you have no hole in the fork crown and no rack mounts it's not really going to work for a front rack. Other racks that don't care about this tend to mount on the handlebar and QR/bolt on axle, but since it's TA that won't work either.
So yeah in short if you want a front rack get a new fork. I'd suggest just getting a narrow rear rack and using panniers though eg. tubus fly or vega.
