FWIW, we used to get loads and loads of these letters in our old house. Most of the time I just did the return to sender thing which worked, but I had to phone a few and they were all totally fine and polite about it. They know there is only a slim chance of that person being at the address, but sending letters is cheap so they give it a crack.

thanks folks - had the meters reset (they were pay as yo go) and since changed to a smart meter, so that side of things was sorted way back when.
will drop the debt collectors an email with a burner account, as i'd rather they didn't have my number.
