Short or standard drop? Assuming short as we're in HHSRB. R7000/8000/9100 i believe have better clearance than 6800/9000 which'll both clear a 28. Best i've found by come margin were Sram Rival 22 (cleared a 32c GK SK on a CAAD12 fork) but fork design/ATC will influence clearance significantly. Ditto at the back.
