You or I would, a police vehicle never would, because it's a waste of everybody's time. Even if they're guilty (and I'm not sure that there are even any circumstance in which an on-duty police vehicle could be) they pay the fine to the local authority which funds them. Also, local authorities and police forces are incredibly corrupt, so even off-duty unmarked vehicles are on the list of things to ignore when it comes to traffic violations.

I did mean 'they' as if it were any vehicle.

The average traffic warden carrying clamps around with them also seems a bit far fetched.

Way back when I worked for hackney council we(and many other council vehicles) would regularly get clamped while working, often next to the van, by hackney clampers, with the same sign writing on their van as us. Given the nature of our work/pulling big trailers we’d often be parked in less than ideal locations on estates and other council owned properties.
It reached boiling point when one of the parks maintenance boys ended up beating the shit out of a guy who’d clamped him on multiple occasions. Plenty of angle grinding and cropping occurred as well.

If parking next to a tree that had fallen through a fence and into the road so we could clear it using the equipment designed for the job is wrong I’m happy for you to consider me a cunt.
