You or I would, a police vehicle never would, because it's a waste of everybody's time. Even if they're guilty (and I'm not sure that there are even any circumstance in which an on-duty police vehicle could be) they pay the fine to the local authority which funds them. Also, local authorities and police forces are incredibly corrupt, so even off-duty unmarked vehicles are on the list of things to ignore when it comes to traffic violations.
I'm with the people who think it's bollocks.
Wouldn't they get a ticket for parking on a double-yellow? Physically forcing them to stay put longer seems pretty stupid.
