no idea, I never use HDMI as it’s not the best option for my monitor working in 16bit etc.
the specs say yes with caveats (30 hz not 60 or not full colour 4:2:0) only 2.0 or 2.1 do everything

Not true. That resolution is just over 300Mhz bandwidth, meaning a HDMI1.4 port will suffice with reduced blanking, let alone HDMI2.0.
That monitor is sending a funky EDID, use Better Display to fix.
