Local authorities make the data available and it is aggregated into sat nav systems. The database in my car sometimes lags a little, eg it doesn't know about a recent 20 limit on a previously 30 road but it is yet to be out by a factor of 3!

I find that Google maps is generally ok in London (although sometimes a bit out of date) but when I'm up north there are a lot of roads where it just doesn't give a speed limit.
My car has a camera that is meant to detect speed limits and flashes on the dash when you exceed it but it's terrible. Picks up all sort of random signs from side streets and the like.

I guess the issue is who is going to keep all that data up to date?
