In an idea world I agree with mandatory insurance. But even with cars there is limited capacity to police and enforce rules - so what's the value?
It reminds me of their drugs clamp down where they breezed past the bit about needing an absolutely fucking monumental increase in police numbers and expansion of the court system to have any meaningful implementation.
