Separately and somewhat strangely, Algeria and Russia have scheduled joint military exercises near the border with Morocco for this November, which is making Spain curious.
I believe it's just Russians themselves. We can speculate all we want but Russia kept on bullying and annexing neighbouring countries for decades - Chechnya, Georgia, Crimea of Ukraine... and now bit on something it can't chew.
