I have a couple of Shimano wheels with 11 speed cassettes.
If I buy a bike with 9200 I want to be able to use them. I am not going to buy 12 speed cassettes when I have half a dozen 11 speed cassettes in the basement.
If I break a 9200 rear derailleur I want to be able to put any di2 derailleur on as replacement. The exact replacement is not always available.

Progress often means some stuff gets left behind. New cables, more cogs, etc are physical limitations to compatibility. Look at their spline design - they make an effort to maintain compatibility but they can't look after and test everything.
Is the spacing from 11s to 12s the same? Then you'd just wind in a limit screw I guess. But if the spacing is different, I'm not sure. I'd be questioning who has the money for DA rear deraillers but not 12s cassettes.
Some compatibility exists but mostly 12S is a new world.
