Ah I re-read the sentence often and in the end thought that the hoods stay in position where they are. Those millimeters are not much anyways.
I have to admit I got obsessed with this topic and have to remember myself not to argue with other bike friends (often the reaction is - I don’t know why - like I would have started a stupid political or religious discussion).
As long as the brake levers are reachable in the drops (for me reaching with just the tip of the forefinger is totally enough).
Good with as high as possible/reachable/comfy hoods is that then also the whole bars including hoods can go down, or also up; like when @Hulsroy mentions 'bars tilt down a little' why not just tilt the whole setup a little bit down? At least for lazy changes for some rides =)
