Potentially interested in this, how much taller a driver/shorter a stoker could you get away with?

Shorter stoker would be fine - the rear seatpost will drop a few inches yet. From memory the driver's seatpost has quite a bit of height left unused.
How much taller are we talking? I'm 6ft 2 with a 34" inseam and as pictured is set up for me -

One fine Raleigh tandem for sale!
Bought on a whim last summer for a bit of gentle cruising around London because tandems are objectively hilarious, and indeed much fun was had. Unfortunately an impending house move and subsequent lack of space means it needs to go. In fairness we’ve only used it a handful of times - housemate and I loved it for pub trips, but I couldn’t really get my other half keen which was the hope.
After I bought it I replaced the driver’s seatpost and stoker’s stem set up so it was more adjustable – previous version was a bit of a bodge. Also new brake pads and shoes on the main brakes, and had to fit a drop bolt to the front brake as it was set up very poorly. It's running a 2x5 set up (Sachs Huret groupset) which all works well.
Comes with the bags you can see in the pics.
Sizing wise I’m (driver) 6ft2 and the stoker about 5ft6. Measures up as roughly a 56/52
Collection SW London (Balham/Tooting) or can meet central somewhere if easier. I can fit it in the car and deliver for a negotiated rate but I would really rather avoid that.
