No, breeding is not mandatory nor should it be. People will have all sorts of reasons for having or not having children and they're all valid as it should be a personal choice. When we decided to have kids (and it was a decision we made prior to finding out it was happening - this is not always the case), we considered the financial impact. Inaccurately, as it turns out, because as @dinosaur says, its virtually impossible to accurately gauge the impact a child will have on your life. 'All eventualities' is an incredibly broad statement - I can safely say that no, I would not be able to take care of my children in all eventualities.
The problem I have is the idea that financial wealth is a requirement to procreation. I mean, do you really want our future generations to be largely made up of tories?!

I don't think its that. Thats not equipment you'd associate with car key cloning etc and thats also not how it works.
The device has a screen on the back (you can see the light from it as he approaches). If anything , I think it might be a handheld IR camera. Can be useful to spot alarm sensors and/or inhabitants etc.

I don’t think I said much about wealth or income other than that being able to afford childcare might be one option for how you’d look after your kid(s) in an eventuality such as we are talking about.

i think the survival of the species depends on this cluelessness.
For most of human history, even in the industrialised West until quite recently, the nuclear family wasn't a thing. Child rearing wasn't something couples endured in the high pressure isolation we see now. So I'm pretty sure the survival of the species doesn't depend on that and it may even be threatened by it.

Just to make it clear, this is absolutely not what I was trying to say.
I first became aware of this “we can’t look after our kid when the schools are shut” thing from a couple that have plenty of disposable income so it’s never been about money for me.

Short answer, I don't know.
Longer answer: If I had to guess, IR cameras show whether there are active PIR sensors in the house so perhaps it wasn't about grow rooms and more about whether the house had an active alarm system.

Neighbour picked this up on their ring door bell last night - any ideas?
It's a thermal detector gun, will likely tell someone whether or not the house is habited even in darkness. Ambient temperature for an occupied house is different than for an unoccupied house.
They could've done it from a distance, but the sensitivity in recent days will be off... the heat from the door frame and building would radiate enough to lower confidence... you'd want to get close to a door / window to increase confidence.
Now is this time for your friend to be extremely paranoid and drop several thousand on credit card to immediately camera every room, put movement activated lights outside, and ramp up house alarms and locks.
