I don't think its that. Thats not equipment you'd associate with car key cloning etc and thats also not how it works.
The device has a screen on the back (you can see the light from it as he approaches). If anything , I think it might be a handheld IR camera. Can be useful to spot alarm sensors and/or inhabitants etc.

Yes I think you are right! Apparently their house used to be a grow house so maybe just double checking it hasn't gone back to that
