Yes, but the Kingdom of France preceded the French Empire. We're talking about the corporate structure, not the individual executives.
I imagine somebody will come up with an empire which never had a foundational kingdom, but it's unusual. Some go through being a republic in between or during the imperial period (Rome, France, England briefly). The US was founded as a breakaway republic, so if you both ignore it's foundation as a colony of the English kingdom and accept that it has been an imperial power, then I suppose it just about counts as a nation which had an empire (but not an emperor) without having had a king.
