adjustable desk arms/clamps can be had for £15, i'd focus on the quality of the monitor for the budget as you can't change that once you've bought it.

Do you already have a top from and existing desk you can use?
The 'premium' models are better as they're dual motor (one in each leg) so higher weight capacity, smoother operation etc.

I would have no qualms in ripping the desktop off this Ikea desk I have currently but if I'm going to buy a new desk I'd probably just get the whole lot and donate this old one to someone.
